Job DescriptionTexas State Technical College is tasked with contributing to the educational and economic development of the State of Texas through providing advanced technical programs. The Associate Registrar position is crucial to the college as this person is the leader of a centralized processing team which is tasked with the management and maintenance of a student's record in accordance with college, state and federal policies, so that students are able to progress through their college career. This position has latitude for use of initiative and independent judgment. As an Enrollment Management team member, this position will seek knowledge of and pledges to actively engage in a Culture of Caring striving to respond systematically to student needs and remove barriers that may prevent students from achieving their personal and professional goals. The effectiveness of this position will be
determined through lead measures and goals focused on accurate and timely processing of documents that relate to goals for Enrollment Management division and college as a whole. This position reports to the Registrar and is responsible for upholding the policies and practices consistent with the College mission and values of excellence, accountability, service and integrity.

Essential Functions

  • Employee will demonstrate TSTC Core values of Excellence, Accountability, Service and Integrity with internal and external stakeholders, customers, students and members of the community.
  • This position will be responsible for overseeing and/or performing standard and high level duties completed by the processing center for all TSTC campuses. Types of duties include but are not limited to:
  • Provides support and guidance on confidentiality and security of student academic records in a range of areas such as transfer credit, articulation, application and registration processes, enrollment verification and transcript services.
  • Graduation processes including certification of graduates and issuance of awards to students and alumni.
  • Monitors academic standing and verification of grades for all campuses.
  • Provide statewide guidance on complex issues involving policies or procedures
  • Development and maintenance of Image Now statewide workflows
  • Processes request for public information
  • Records Retention Schedule
  • Evaluation of student appeals
  • Subpoenas
  • *Interprets, administers, coordinates, and directs the Office of the Registrar activities including providing leadership and supervision of staff at the Office of the Registrar Processing Center.
  • Monitor quality assurance measures to check for accuracy and completeness of processes and ensure a high level of customer service is being delivered statewide.
  • Participates in the development or review of policies and procedures to ensure compliance.
  • Assists in the collection of data, and compiles information to prepare reports and assists in the reporting process for the Office of the Registrar. Ability to use independent judgment ensuring that all required reports are correct, completed timely, and communicated to the college stakeholders (including the State of Texas, external agencies, the TSTC Board of Regents, and college leadership) appropriately, with the inclusion of key insights on the report.
  • This position will manage daily operations, with policies and procedures being determined by the Registrar. Types of duties include but are not limited to:
  • Provides day to day supervision of the Office of the Registrar Processing Center staff and ensures that standardized processes are being followed and that accurate work is being performed.
  • Will be responsible for setting and monitoring performance metrics for all staff members in coordination with the Registrar.
  • Coordinate and monitor staff development and appropriate training, including professional development, compliance, and college mandatory training for the Office of the Registrar Processing Center Staff.
  • Assist in the development and implementation of policy and procedures system wide to ensure compliance with internal and external agencies.
  • This position also participates in the development of budgets and strategic plans
  • This position will foster communication. Types of duties include but are not limited to:
  • Communicate to students in a clear and concise manner, update comments and document all conversations in the appropriate area using assigned customer relationship management tools.
  • Possess a thorough understanding of college policies, procedures, requirements, and effectively communicate them to all constituents.
  • Ensure communication and collaboration throughout the division and college, including external constituents.
  • Will regularly work with Campus Enrollment Executives, Statewide leads, Business Intelligence, Student Learning leadership and other constituents to proactively resolve processing challenges and remove barriers to effective and efficient processing.
  • Other duties as assigned

Education/Experience/Knowledge/Skills

  • Minimum Bachelor degree in appropriate field from an accredited college or university. Masters preferred. (Exceptional internal candidates with 5+ years of higher education experience in a related position at TSTC will be considered who possess an Associate's degree).
  • Minimum experience 3 years' experience in higher education, admissions and records or a related field. Minimum 1 year supervisory experience.
  • Experience working with educational entities and students.
  • Extensive knowledge and interpretation skills of laws relating to admissions, records and retention, administration of technical and vocational programs, federal laws and regulations and FERPA.
  • Thorough knowledge of college policies, procedures, and requirements.
  • Skills in judgment and decision-making, problem solving.
  • Ability to multitask.
  • Abilities in problem identification, reasoning, ability to develop original ideas to solve problems.
  • Knowledge of the applicable federal/state regulations and accreditation agency governing areas related to the responsibilities of the position including the Federal Educational Rights and Privacy Act (FERPA) and ability to maintain strict confidentiality at all times.
  • Ability to relate to individuals and groups of students using communication, counseling, and problem-solving skills.
  • Skill in working independently and following through on assignments with minimal direction.
  • Strong management and supervisory skills.
  • Demonstrated ability to work effectively in a service environment that is subject to frequent interruptions and skill in setting priorities that accurately reflect the relative importance of job responsibilities.
  • Demonstrated computer proficiency using Microsoft Office (Word, Excel, etc) or equivalent software, the internet, email messaging, and web-based software applications and experience using on-line student information systems. Advanced computer knowledge with the ability to understand and learn new on-line programs.
  • Ability to effectively, professionally, and tactfully interact and communicate, both orally and in writing with students, faculty, staff, and visitors. Skill in independently composing letters, memos, reports, and written communication materials using correct spelling, grammar, punctuation, composition, text editing, and proofreading skills.
  • Skill in accurate record keeping with strict attention to detail. Skill in organizing tasks, documents and materials with efficiency and accuracy.
  • Must possess a valid Texas Driver's
  • This job description covers a position in which the percentage of time spent on the essential functions will vary based on the workload and will ultimately be determined by the supervisor.
  • This position will require a 10% or greater out-of-town travel that could extend overnight(s).
  • This position may occasionally require 10% or more availability to work beyond regular hours of operation and/or weekends.
